I want a pea or dinosaur eel can I have either of them?

Neither would fit, especially considering how mively overstocked you already are... Tetras are schooling fish, and each species should have 5+ of their own, which your tank doesn't have room for, so you'll have to pick one or two schools to keep. Pearl Gouramis really shouldn't be kept in a 29 gallon tank, as they are quite large, and the same goes for Silver Dollars, who should be kept in groups in a 40+ gallon tank. Really, for the fish you've already got, you should be looking at a 55+ gallon tank, and at that point, you might be able to cram a Pea Eel in, but not the Dinosaur Eel (really Dinosaur Bichir, which is a brackish fish reaching more than a foot long).
