16 month old has a cold and cough. What can I do?

Well, my nephew has a cold and a cough but no fever just congested and there is no over the counter baby medicine because the minimum age is 2. My problem is: What can i do to help him? I gave him some ibprofen for babys and turned on the humidifer and gave him a warm bath. What else can I do for him =/
